The basis of the philosophy for C-OSS is Regulation (EU) 913/2010 concerning a European rail network for competitive freight. The Regulation has the general objective to improve conditions of use of the infrastructure for international rail freight by reinforcing cooperation at all levels – and especially among infrastructure managers and allocation body – along European Rail Freight Corridors. This means, firstly, a development of the rail freight corridors in terms of capacity and performance in order to meet market demand both quantitatively and qualitatively. Secondly, to have the basis for providing freight services of good quality in order to meet customer expectations.
